The City
Manager met with the REIA at their general meeting to discuss renewal of the current water
contract. He indicated that the city was willing to discuss a new or extended contract but
more than likely not without discussing annexation also. A question answer period followed
the opening statements. |

The REIA
Board met with Counsel from Lincoln County to discuss whether or not it was necessary to
create a water district in order to negotiate with the city for a new contract. He
indicated that Roads End would be in a better position to negotiate if it was done between
two official bodies. |

A
preliminary meeting was held with the City Manager by the Water Negotiating Committee to
get a feeling of where both sides stood. The city was willing to begin talks but it was
again indicated to the committee that annexation should be part of the discussion
depending on what the outcome is for Measure 7. A Roads End wish list was requested by the
city as a basis to work from. |

Mr. Hawker
said that at this time the City Council will not sign a new water contract without some
agreement of annexation either now or a definite time in the future. When asked if the Council would consider giving us at least a
five-year extension to allow time to work out an agreement we could all live with, the
answer was NO. Mr. Hawker said the Council was going to consider annexation of a plot of
158 lots of lake property on June 10th, and after that June 10th meeting, he would have a
better feel for the Council's mood about annexation in general. Also, Mr. Hawker said if
the room tax measure passes, the City will be financially sound for 3-5 years; but, if the
measure fails, the Council will be extremely anxious for annexations.
Mr. Hawker again stated that the City could
tailor-make any land use description we wanted and that our tax increase could be phased
in if we agreed to annexation. The Water Board's next meeting with Mr. Hawker is scheduled
for June 20th here in Roads End at the Sanitary District office at 2:00PM. The Sanitation
District Board Members are invited to attend this meeting, as well as anyone else who is
interested. The Water Board mentioned, but did not discuss, putting the annexation
question in the July Newsletter that goes to all Roads End Property Owners and would like
to hear the Association thoughts on this. |

A meeting
with the City Manager, Mr. Hawker, was again a no progress meeting. In fact conditions
have regressed somewhat as far as the City's position stands. The Sanitation District
Board was in attendance as well as some concerned citizens. We were told that if the
annexation of the Devils Lake Enclave went through that there would be no phased in tax
increase for them. He also stated that if there was no phased in tax increase for the
Enclave, then there would also be no phased in tax increase for roads End. We re-iterated
that we were not authorized to address any annexation issues and that we wished to discuss
the continuance of our water service. We asked Mr. Hawker to propose to the City council a
three year extension of the existing contract during which time a newly formed Roads End
annexation team would be willing to at least discuss with the city any annexation issues. The next meeting with the City Manager is Thursday, July
25th at 2:00PM in the Sanitation District Building in Roads End.. |

A propasal
was made to the Lincoln City Manager for a three year extension on the existing contract
with the agreement that the Roads End Water District will work with the City on a plan for
annexation sometime in the future. The next meeting with the City Manager will be August
1st at 2:00PM in the RE Sanitation District building. |

The City
rejected a three year extension, but would agree to a one year extension including an
agreement to work with the City on an annexation plan that was agreeable to both Roads End
and the City. The City Manager said he would take that propasal to the City Council and
that we would meet again on August 22nd at the RESD building. |

The Roads
End Water District Board formed an annexation plan committee prior to this meeting made up
of Board members and outside advisors to work with the City on an annexation plan for the
future that would be agreeable to both Roads End and the City. The committee decided that
a survey would be needed to help them formulate such a plan. A survey document was
generated and given to the City Manager for comment. These comments were discussed with
the City Manager and Wes Ryan from the Lincoln City Council at this 8/22 meeting. The
survey, with some revisions as requested by the City, will be mailed on August 28th and
are to be returned by October 1st. The
City has agreed to a one year extension with the provision of working together on a future
annexation plan. The next meeting with the City Manager will be September 26th at the
Roads End Sanitation District building at 2:00PM. |
