STREET MAINTENANCE POLICY

(AUGUST, 8 2007)

It shall be the policy of the Roads End Improvement Association to participate with property owners of Roads End in improvements of the streets in the area as follows:

  1. ORDINARY STREET REPAIRS
    1. The responsibility of the Association will be limited to the purchase of crushed rock and or grading only, not to exceed a total of $4,000.00 per calendar year. In the event that a project involves paving, a separate invoice for crushed rock and or grading will be required.
    2. The Association will reimburse up to one-half (1/2) of the cost of crushed rock and or grading on a given Roads End street project, with a maximum of $1,000.00 per project, after the following steps have been taken:
    1. A written application to the Street Committee for reimbursement of one-half (1/2) of the estimated cost of the crushed rock (not to exceed $1,000.00 has been submitted prior to the ordering of the material.
    2. The applicant has guaranteed paying the balance of the project cost.
    3. The Street Committee has inspected the site and issued a letter of approval or rejection of the application.
    4. The applicant has submitted an invoice for the crushed rock and or grading to the Street Committee.
    5. The Street Committee has inspected the completed work and approved or denied payment of the claim.
    1. A property owner with emergency street repairs that require prompt attention may, at the discretion of the Street Committee Chair, receive a verbal approval of the application for reimbursement before a written application is submitted.
  1. REPAIRS TO DESIGNATED EMERGENCY ESCAPE STREETS
    1. In addition, it shall be the policy of the Association to provide for graveling and or grading as deemed reasonably necessary to maintain the undeveloped sections of Neptune Drive from its intersection with Logan Road south to 66th Street.
    2. Approval by the Board and Membership is required for the expenditure of funds for Designated Emergency Escape Street repairs.
    3. Owners of developed sections of Designated Emergency Escape Streets will be affected by policy governing ORDINARY STREET REPAIRS (see Section l. above)
  1. LIMITS OF LIABILITY

By helping to defray costs of street projects under this policy the REIA assumes no liability for any claims that may result from the improvements made by a property owner or owners.

This replaces the policy dated April 10, 2004, and will become effective upon favorable recommendation of the Association Board of Directors and approval by the Membership at the next scheduled meeting.
